Chief Executive of DVLA Adjudged Stakeholder Leader of the Year

The Chief Executive of the Driver and Vehicle Licensing Authority (DVLA), Mr. Julius Neequaye Kotey, has been honoured as Stakeholder Leader of the Year at the 14th Marketing World Awards (MWA) 2025 held at Labadi Beach Hotel in Accra. The award recognises his outstanding commitment to innovation, exemplary leadership, and dedication to strengthening stakeholder collaboration while enhancing service delivery within Ghana’s transport sector.

In addition to Mr. Kotey’s recognition, DVLA received three major awards. Madam Patience Amoabeng, Deputy Director of Service Excellence, was named Public Service Customer Experience Leader of the Year. The Authority was also recognised as the Public Sector Customer Service Team of the Year and Public Sector Brand of the Year (Transportation & Licensing). These achievements bring the Authority’s awards tally to 16 in just 10 months, reinforcing its reputation as a national leader in public-sector innovation and customer-focused reforms.

This latest honour adds to a growing list of accolades earned by Mr. Kotey, including Tech-Driven Public Sector Business Leader of the Year at the 7th National Technology and Communications Awards, Digital Transformation in Vehicle Licensing Across Africa at the 4th African Public Service Optimum Awards, and Most Influential Corporate Leader of the Decade (2025) at the 10th Ghana Corporate Executives Awards.

Speaking at the event, Mr. Kotey expressed profound appreciation to the Marketing World Awards for acknowledging DVLA’s reform agenda and its commitment to customer satisfaction. He emphasized that the Authority’s progress is inspired by the everyday needs and expectations of Ghanaians, in alignment with the Government’s reset and reform agenda. “This recognition is not mine alone; it belongs to the hardworking team at DVLA and to the Ghanaian people whose support keeps us going. My driving philosophy has always been that the day you recognize there is something wrong is the day of ratification.”

Under his leadership, the Authority continues its evolution into a fully digital, efficient, and customer-centred institution, setting a new benchmark for public service delivery in Ghana and across Africa. Key initiatives championed by Mr. Kotey include the National Community Outreach Programme and monthly lorry terminal stakeholder engagements, both designed to bring DVLA services closer to the public, deepen education on licensing procedures, and significantly reduce the influence of middlemen.

Looking ahead, the Authority is preparing to introduce new vehicle registration number plates embedded with advanced Radio Frequency Identification (RFID) technology in January 2026. This innovation will enhance security, enable real-time verification, and improve traceability across the transport ecosystem. DVLA’s continued success reflects its unwavering commitment to transforming transport administration and delivering world-class public service to the people of Ghana.

Ms. Shamima Muslim, Deputy Presidential Spokesperson in her keynote address, reaffirmed the power of communication in shaping national identity, She highlighted the importance of public-sector communication excellence in shaping national narratives with clarity and professionalism, describing the recognitions as proof that public institutions can strengthen national confidence by communicating honestly, consistently and creatively. “You are the interpreters of our society. When you amplify truth with creativity, you help rebuild public trust and support national transformation,” she said.

The Marketing World Awards celebrate brands and industry experts who have made a genuine impact across markets, sectors, and industries.
